Manage the opted out/unsubscribed email notifications of all the internal as well as external users here. You can re-subscribe them and check the logs.

Navigation to Email Notification:

Go to Administration from left menu -> Email Notification

In Email Logs you can check which user has subscribed or unsubscribed the Email at what time.
